Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are conducted: hopeful statements are delivered from various governments. Immense energy is allocated on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track missile launches from enemy soil, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles roared overhead – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems activated: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by partner states. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: maybe the incoming missile won't strike its target this time, preventing destruction from ruin and further power outages.
Continuous Dangers
Not long after, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, devastation and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on external assistance – a dependence that regional partners are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The 28-point plan from Washington sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new approach from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a assumption understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unfeasible to force Russia to surrender the areas that it presently holds in Ukraine's occupied territories.
The issue is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not shift further in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a complete military breakdown until circumstances change in its advantage.
Existing Situation
Factually, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
